Colombia Serialization and Traceability Compliance

Global Regulations

This country has no regulations specific to track and trace of pharmaceuticals within their geographic boundaries. However, manufacturers and distributors in that geography still must meet the regulatory requirements of the countries that their products are delivered to.

At present, Columbia does not have established country-level requirements for the track-and-trace of pharmaceuticals. However, the regulatory framework was established in 2007 via Law 1122, which set the process in motion. Manufacturers and distributors operating within this geography must remain attentive to ongoing developments and also ensure compliance with the regulatory requirements of destination countries where their products are delivered.

Summary

Colombia has explored the implementation of a national pharmaceutical traceability system to strengthen supply chain transparency and combat counterfeit medicines. The initiative was introduced by the Ministry of Health and Social Protection and the national regulator Instituto Nacional de Vigilancia de Medicamentos y Alimentos (INVIMA) through the development of the National Medicines Traceability System (Sistema Nacional de Trazabilidad de Medicamentos).

The objective of this system is to enable identification and monitoring of medicines throughout the supply chain, from manufacturing or importation through distribution to dispensing.

However, serialization and full pharmaceutical track and trace reporting are not currently mandatory in Colombia. The traceability program has remained largely in pilot and regulatory development stages, and nationwide serialization enforcement has not yet been implemented.

Pharmaceutical companies operating in Colombia therefore focus on regulatory compliance and supply chain documentation, while monitoring regulatory updates related to the potential future implementation of traceability requirements.

Labelling Requirements

Colombian pharmaceutical regulations do not currently mandate serialized barcodes or unique serial numbers on medicine packages.

Packaging must include regulatory labeling elements approved by INVIMA, such as:

  • Product identification
  • Batch or lot number
  • Expiry date

While serialization is not required, some pharmaceutical companies voluntarily include GS1 compliant barcodes for internal logistics or for export markets that require serialization.

These barcodes are not currently linked to a national traceability reporting system.

Regulatory Timeline

2013
The Colombian Ministry of Health introduced early initiatives to develop a National Medicines Traceability System aimed at improving pharmaceutical supply chain transparency.

2016 to 2019
Pilot discussions and regulatory development activities were conducted to evaluate serialization and traceability technologies.

Present Status
Serialization and national track and trace reporting remain under regulatory evaluation and have not been implemented nationwide.

Reporting Requirements

Since serialization is not mandated, Colombia does not require traceability reporting for serialized pharmaceutical products.

The proposed traceability framework evaluated the possibility of reporting supply chain events such as commissioning, shipment, receipt, and dispensing, but these requirements have not been implemented in national regulations.

Reporting Hub

Colombia does not currently operate a national pharmaceutical serialization or traceability reporting platform.

The proposed National Medicines Traceability System was intended to create a digital infrastructure to support serialization and supply chain event reporting, but the system has not been fully implemented.

As a result, there is currently no centralized government platform requiring pharmaceutical companies to report serialized product movements.

Aggregation Requirements

Colombia does not require aggregation of pharmaceutical products at case or pallet level.

Pharmaceutical companies may implement aggregation internally for logistics purposes or to support export compliance in other markets, but this is not mandated by Colombian regulations.

Other Information

Operational Considerations for Industry

  • Pharmaceutical companies operating in Colombia should monitor regulatory developments related to serialization and traceability initiatives.
  • Organizations that export medicines to countries with mandatory serialization requirements may choose to implement internal serialization systems aligned with GS1 standards to support international compliance.
