Summary

Pharmaceutical products in Lebanon are regulated by the Ministry of Public Health (MOPH). Lebanon has introduced a national pharmaceutical verification and traceability initiative designed to improve supply chain transparency and combat counterfeit medicines.

The country operates a Medicine Barcode System that requires pharmaceutical products to carry GS1 compliant DataMatrix barcodes. The barcode enables verification of medicines through the Ministry of Public Health digital verification platform.

The Lebanese traceability initiative allows healthcare professionals, pharmacists, and regulators to verify medicines by scanning the barcode and confirming product authenticity through the national system. The framework supports identification of medicines throughout the distribution process and helps detect counterfeit or illegally imported products.

Serialization requirements apply primarily to human medicines registered and distributed within the Lebanese pharmaceutical market.

Labelling Requirements

Medicinal products distributed in Lebanon must include a 2D DataMatrix barcode on the secondary packaging.

The barcode must follow GS1 standards and typically contains the following elements:

  • GTIN
  • Serial Number
  • Batch Number
  • Expiry Date

These elements allow each medicine package to be uniquely identified and verified through the national verification system.

The barcode must be clearly printed on the packaging and must correspond to the human readable product information displayed on the label.

Regulatory Timeline

2017–2018
The Ministry of Public Health began introducing initiatives to strengthen pharmaceutical supply chain monitoring and combat counterfeit medicines.

2019 onward
The national medicine barcode verification system was introduced to enable authentication and tracking of medicines using GS1 compliant DataMatrix barcodes.

Current Status
Serialized DataMatrix identification and barcode verification are used to support pharmaceutical supply chain monitoring in Lebanon.

Operational Timelines for Industry

  • Ensure pharmaceutical products are registered with the Lebanese Ministry of Public Health.
  • Apply GS1 compliant DataMatrix barcodes during manufacturing or prior to import.
  • Ensure serialized barcode data is accurate and corresponds with packaging information.
  • Enable verification of medicines through barcode scanning within the supply chain.
  • Maintain traceability records for regulatory inspections.

Reporting Hub

Lebanon operates a centralized medicine verification platform managed by the Ministry of Public Health.

The system allows pharmaceutical supply chain participants to verify medicines by scanning the barcode and confirming product authenticity through the Ministry’s digital services.

Participants interacting with the system include:

  • Manufacturers
  • Importers
  • Distributors
  • Pharmacies

The platform supports verification of medicines and monitoring of pharmaceutical distribution within the country.

Aggregation Requirements

Lebanon’s traceability framework focuses primarily on unit level serialization using DataMatrix barcodes.

Aggregation at case or pallet level is not explicitly mandated in publicly available regulatory guidance. Pharmaceutical companies may implement aggregation internally to support logistics and warehouse management operations.

Common Errors to Avoid

  • Incorrect configuration of DataMatrix barcode elements.
  • Mismatch between printed barcode data and product information.
  • Failure to ensure medicines can be verified through the national barcode verification system.
  • Incomplete traceability documentation during distribution.
